The American Civil Liberties Union of Northern California seeks experienced applicants for the full-time position of Technology and Civil Liberties Policy Attorney to be based in our San Francisco office.

About the organization and the Technology & Civil Liberties Project

The American Civil Liberties Union (ACLU) is a nationwide, non-profit, non-partisan organization dedicated to the defense and expansion of civil liberties and civil rights. The ACLU of Northern California (ACLU-NC) is the largest ACLU affiliate in the nation. For most of the last century, it has been at the heart of many of the most major – and sometimes controversial – struggles for civil liberties in our state. Our mission is to ensure that Constitutional rights don’t just exist on paper, but are protected in practice.

The Technology and Civil Liberties Project is nationally recognized for its cutting-edge legal and policy work to promote and defend privacy, free speech, and other civil liberties and civil rights as technology advances. The diverse work of the Technology and Civil Liberties Project includes government surveillance, consumer privacy, and free speech and the internet. Recent projects have included spearheading the passage of the landmark California Electronic Communications Privacy Act (CalECPA), building technological tools to increase user transparency, discovering social media surveillance targeting activists of color, and working to pass the nation’s first county-wide surveillance ordinance. The position

The Technology and Civil Liberties Policy Attorney will work closely with colleagues in the ACLU-NC Legal-Policy Department and other departments, including Organizing & Community Engagement and Communications, and staff at the other California ACLU affiliates and the ACLU of California Center for Advocacy and Policy in Sacramento. The position will also work with other ACLU staff across the country as well as coalition partners and other organizations on issues of local and national importance. The position reports to the Technology and Civil Liberties Policy Director.

Responsibilities will include

-- Help to develop and implement policy, legislation, litigation, and other advocacy strategies to protect and promote individual rights in the context of emerging technologies;
-- Analyze technology-related programs and proposals by government and industry;
-- Engage in legal and policy development, outreach and educational activities through diverse written materials, speaking engagements, and media;
-- Provide expertise to policymakers, the press, and coalition partners;
-- Forge relationships with technology experts, public interest groups, government officials, community stakeholders, and academics to engage them in our work;
-- Maintain positive working relationships with affiliate and national ACLU staff, and collaborate on selected efforts;
-- Help to manage policy interns; and
-- Engage in other activities to advance the work of the project.

Qualifications

-- J.D. with a minimum of three years of relevant post-graduate experience;
-- Experience in legal and policy analysis in the areas of privacy, free speech, technology, or a closely related field;
-- Strong commitment to and understanding of civil liberties and civil rights;
-- Ability to effectively communicate, through both writing and public speaking, to various audiences about complex legal and technical issues;
-- Excellent analysis, writing and research skills;
-- Experience working in collaborative environments with both individual and organizations;
-- Demonstrated initiative and creative problem-solving;
-- Flexibility and good judgment;
-- Ability to travel within Northern and Central California, and occasionally to Southern California and other parts of the country for speaking events, meetings, and conferences; and
-- A commitment to diversity; a personal approach that values the individual and respects differences of race, ethnicity, age, gender identity and expression, sexual orientation, religion, ability, and socio-economic circumstance.

Compensation

Competitive salary is commensurate with experience.
