With approximately 30 staff members the Tilburg Institute for Law, Technology, and Society  (TILT) is a multidisciplinary center at Tilburg University specializing in research and education in the field of technology regulation. TILT is one of the largest and most innovative European research centers in technology regulation. It is an independent management unit within Tilburg Law School, a research-led, specialized university that is rated among the best in Europe.

TILT invites applications for a PhD researcher.

Policymakers at both the national and EU levels are increasingly stimulating the development, implementation and use of information and communication technologies (ICT) in healthcare. This field of development is generally referred to as eHealth and contains many different variations (from networked systems specifically designed to support information management in care institutions to consumer technologies that are used for health-related purposes). Policy impetus opens the field of eHealth development to non-traditional players, such as small-to-medium enterprises and ICT providers outside the tradition healthcare sector, which may not be familiar with healthcare-specific ICT challenges or healthcare-related rights and values, reflecting the need for better governance of this area. In most countries, the laws governing eHealth developments are piecemeal - either about healthcare or ICT, but rarely about the combination.

Your profile

We are looking for legal scholars specialized in health law (having a LLM degree), who have solid knowledge of the law (in the books), but who also have a broader interest in healthcare governance and especially governance of (and through) ICT, for a project on current and future challenges in eHealth regulation and governance. Candidates should have demonstrable knowledge of legal challenges associated with current international developments in eHealth, as well as a solid basis in health law in one or more national legal systems. They must be able to approach health law in context, i.e., in relation to the broader societal challenges of technological regulation and in relation to how the field of eHealth is evolving. Knowledge of and interest in ethical, organizational and public policy aspects of eHealth regulation and governance is a plus. You have experience with or are interested in working in an interdisciplinary environment (affinity and experience should be evident from the candidate’s education or past performance in teaching, research or publications). You have perfect command of English.

Employment terms and conditions

Tilburg University is rated among the top of Dutch employers and has excellent terms of employment. The selected candidate will be assigned a position that is in accordance with his previous education and experience.

He/she will initially be appointed for a fixed period of 16 months. Upon positive evaluation, the contract can be extended for another period up to a total of 3 years and 2 months for full time PhD research or 4 years for 4 days PhD research per week and 1 day teaching or project obligations.

Selected candidates will be ranked in the Dutch university employment system (UFO). The starting gross salary is € 2.174,- per month (for a full-time appointment) based on the PhD salary scale of the Collective Labour Agreement (CAO) Dutch Universities.
