Based in Copenhagen, Denmark, the Global Portfolio Services Office (GPSO) develops and manages a portfolio of projects and services delivered in various locations across the globe. 

GPSO supports partners such as the World Bank, the European Union, the Department of Peacekeeping operations, the United Nations Mine Action Service, the Global Fund, and the Millennium Challenge Corporation, amongst others. 

This global portfolio constitutes a substantial volume of UNOPS project delivery.

Development Group Cluster

UNOPS Development Group Cluster is based in the GPSO - New York Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.

Global Pulse is an innovation initiative of the Executive Office of the United Nations Secretary-General, exploring how digital data and real-time analytics can be used to understand and respond to changes in human well-being. To this end, Global Pulse is working to promote awareness of the opportunities Big Data presents for relief and development, forge public-private data sharing partnerships, generate high-impact analytical tools and approaches, and drive broad adoption of useful innovations across the UN System.

Global Pulse operates as a network of Pulse Labs, headquartered in New York with Labs in Kampala and Jakarta, together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data to support decision-making and policy action. Functional Responsibilities

Responsibilities:

-- Act as focal point for legal and digital data privacy matters, including licensing, intellectual property, legal research and advise on specific national regulations relevant to data handling and implementation of data driven projects.
-- Ensure efficient negotiation and execution of contracts, including complex digital data and technology sharing agreements by providing support and liaison to relevant UN departments.
-- Perform due diligence of prospective and current partners in line with UN rules and regulations, including those related to digital data collection, use and re-use. 
-- Develop and coordinate implementation of risk management and compliance frameworks for data privacy.
-- Review digital data usage and related projects. Ensure compliance with UN’s privacy and data security principles and procedures.
-- Advise management on legal partnerships. Establish internal privacy audit processes and periodically revise it in accordance to changes in regulatory landscape or organizational policy.
-- Develop privacy and partnership training guidelines.
-- Liaise with UN agencies, regulatory / accrediting bodies and other related organizations on matters of privacy law.
-- Write articles on data privacy and use for data for development and humanitarian causes.
-- Participate and represent Global Pulse in events related to privacy and data security.
-- Perform other duties as may be required.

Education/Experience/Language requirements

Education: 

-- An advanced university degree in law; specializing Human Rights, International Law or related. -- Additional qualifications in Data Privacy, Information Security, Intellectual Property desirable.
-- Admittance to the bar of a Member State or an equivalent qualification to practice law in a -- -- -- Member State is desirable.

Experience: 

-- A minimum of 5 years’ experience in the practice of public international law with a law firm, a government and/or an international organization’s legal office is required. Preferably out of the required years, 3 years of experience working on data privacy, data access and data sharing will be an asset. 
-- Practical experience with the United Nations legal framework, working with administrative law issues of United Nations Organizations.

Language: 

Fluency in the English language. Knowledge of another UN language is an asset.
Contract duration: 5 months
