Description

The Institute for Technology Law and Policy, a newly created entity, will organize and deepen Georgetown’s programming and curricular efforts in technology-related fields. It will coordinate the activities of existing Centers and Programs, including the Center on Privacy and Technology, the Center on National Security and Law, and the Program on Legal Technologies, Access to Justice, and Citizen Engagement; will develop new affiliated entities and programming; and will establish Georgetown Law as a preeminent forum for discussion and study of technology-related legal and policy issues.

The Executive Director will develop the structure and programming of the newly-created Institute for Technology Law and Policy, establish the Institute as a leading voice in and convener of discussions and debates about technology law and policy, assist with development of the technology-related curriculum, spearhead the Institute’s fundraising and communications efforts, and supervise many of the day-to-day functions of Institute staff, fellows, and students. Duties include but are not limited to:

Institution-Building

-- Assists with development of new affiliated entities and programming, as well as research activities; and collects information about Institute activities and the activities of affiliated entities and distributes it in reports to faculty coordinators and affiliated faculty.
-- Coordinates periodic meetings of faculty coordinators, facilitates collaboration between affiliated entities, and develops and maintains relationships with legal and policy experts in government, NGOs, academia, and the private sector to ensure that Institute work is informed by latest thinking and integrated into key decisions and processes.

Fundraising

-- Develops funding to support his/her own position after a startup period, as well as to hire administrative support.
-- Develops funding to support programming and research by the Institute and affiliated entities, and develops and funds a fellowship program.
-- Coordinates fundraising with affiliated entities and University grants and budget offices to prevent and minimize conflicts.

Convening

-- Builds relationships with a broad community of policy makers, policy analysts, industry, NGOs, academics, and the public on technology law and policy issues.
-- Organizes workshops, conferences, roundtable discussions, and briefings on the results of Institute research; and works in partnership with affiliated entities on events sponsored by those entities.

Curricular Administration

-- Assists with creation of J.D. Technology and Law Scholars, as well as L.L.M. Technology and Law programs.
-- Administers curricular pathways, works with faculty to identify areas of the adjunct curriculum in need of expansion or pruning and to recruit new adjunct faculty as needed, and develops new practicum courses in consultation with faculty.
-- Develops and maintains database of externship opportunities in consultation with D.C.-based members of alumni/ae advisory board.
-- Helps place law and technology students in externships and summer internships.

Communications

-- Develops and maintains media strategy and social media presence to highlight technology law and policy work being done at Georgetown Law,
-- Produces reports, brochures, and other documents, and distributes them to faculty coordinators, advisory board members, and funders.
-- Develops and maintains online sources of information relating to the Institute’s work, and distributes a newsletter and program announcements to adjuncts, to alumni/ae, and other practitioners working in these areas, and to other law schools,
-- Represents the Institute in high-profile fora and events.

Recruitment, Management, and Budgeting

-- Assists in hiring a computer scientist/technologist, recruits and hires post-doctoral research fellows, and recruits and supervises administrative staff as funding becomes available.
-- Establishes, manages, and updates budgets, and tracks spending on grants.

Requirements

-- J.D. degree.
-- At least five years of legal work experience with a substantial focus on intellectual property, telecommunications, and/or Internet law and policy issues.
-- Preference for some familiarity with technology-related privacy and/or national security issues.
-- Skilled experience in management and in legislative and/or executive branch processes.
-- Possession of Independent judgment, integrity, sense of fairness, and expert experience in interactions with a diverse range of people and interests.
